Territorial monopolization of violence: endogenous coercive powers

Once the social organization of individual violence capacities has taken place via the formation and routinization of a hierarchical gang structure, the leader’s authority, which initially is confined to the gang, can then begin a process of consolidation that extends to the territorial boundaries of the favelas. This secondary process begins by engaging, often violently, with other social structures and organizations operating both within and outside the favelas. Accordingly, as it pertains to the establishment of authority, institutions, and eventually illicit social orders in favela territories, violence can be bifurcated into two dimensions. These are the dual-pronged organization of violence posited above, corresponding to the demarcation between internal and external functions “embodied” by police and military, respectively. Hence, gang structures pertaining to the organization of violence simultaneously take on endogenous functions to produce order within favela territories and protecting them from exogenous forces.
